An assessment answers three questions: what was built, how it has fared, and whether it can do what is now asked of it. We measure, we open up where we must, we test where a number cannot be inferred, and we write down what we found and what it means.
The report separates what we observed from what we concluded, and says what we could not see. Where strengthening is needed, the strengthening and retrofit work follows from the same record.
